Emma Creegan, MPH is the Prevention Program Manager in the Center for HIV, Hepatitis, STD, and TB Epidemiology (CHHSTE) at the Rhode Island Department of Health. Ms. Creegan received her MPH from Brown University. Her research experience focuses on infectious disease and health access, including publications on HIV, STIs, and mpox.

- Identify the health benefits of a comprehensive harm reduction program, including reducing transmission of HIV
- Explain the history of harm reduction and Rhode Island and the current offerings by the Rhode Island Department of Health and community partners
- Describe the status of congenital syphilis in Rhode Island and how harm reduction is being used to prevent future cases
